A briefing for councillors highlighted how far reaching these are with more centralised power, and the need for a robust response from Mid Devon.

Proposed changes to the method for Assessing Housing Numbers would change Mid Devon quota from 393 per year at present, to 641 per year over the next 15 years – an increase of 63%! This would require significantly more land for development. MDDC is opposing this! Councils would be penalised for not delivering but developers not. Target of 300,000 homes nationally. Priority to be for 25% to be First Homes with a 30% discount, but no provision for Social Housing which is desperately needed in Mid Devon. Permission in principle to include major sites.

PLANNING WHITE PAPER: CHANGESTO PLANNING POLICY & REGULATIONS POLICY CONSULTATION – Closing date 29th October 2020.

Planning for development lists three sections – beautiful and sustainable places; for infrastructure; and connected places. Local Plans would have to be developed within 30 months with less consultation. More top down direction and less scope for taking account of local conditions.
